2008 Farm Bill is Now Law

On June 18, the President vetoed the 2008 Farm Bill for the second time, nixing a version of the bill that included all 15 titles. The House and Senate moved quickly to easily override the veto, with the House voting 317-109 and the Senate following with an override vote of 80-14. The previously vetoed version of the bill was missing the trade title due to an error in the House Clerk’s office in preparing the bill for the White House. A spokesman for House Speaker Nancy Pelosi (D-CA) said “additional safeguards” were implemented to get this bill to the President in a complete form. In response to biomedical research concerns, the 2008 Farm Bill does not include language eliminating Class B dealers as a supplier of random-source dogs and cats, and includes language directing USDA to report to the House and Senate Agriculture committees on the results of the pending NIH-commissioned study of the issue. The 2008 Farm Bill also includes language that would increase the maximum fine for violations of the Animal Welfare Act from $2,500 to $10,000. While this language would increase the maximum fine USDA could levy for violations, it does not make such fines mandatory or increase minimum fine amounts.
