The Health Research Extension Act of 1985 provided explicit statutory authority for the National Institutes of Health (NIH) and made other revisions to the underlying statute governing the Institutes and Centers within NIH. The 1985 Act also provided specific statutory requirements with respect to the proper care and treatment of animals used in research which must be met by institutions that conduct research supported by NIH.
