H. 5433 introduced February 9, 2005.
Comprehensive bill containing numerous animal-related provisions. Permits animal owners (or guardians) to recover damages for the pecuniary value of the animal, veterinary expenses, pain and suffering of the animal, emotional distress, loss of companionship, and attorney’s fees. Requires punitive damages of not less than $1,000 for each violation of the provisions of this bill.
The bill includes an exemption for federally registered research facilities “except when knowingly operating outside the provisions governing the treatment of animals or of a research or maintenance protocol approved by the” IACUC of the facility.
