HB 5817 was introduced in 2003 and subsequently failed in 2004. The legislation would have allowed punitive damages of at least $1,000 'for each violation to which the animal was subjected. In addition, the court shall award reasonable attorneys' fees and costs incurred by the guardian in the prosecution of this action'" (pps. 14-15) and up to $10,000 in noneconomic damages (P. 17).
