SB 932 was first introduced in 2003 and has now failed. The bill would have imposed no limit for emotional distress or loss of companionship, society, protection and services damages. A minimum of $4500 for punitive damages would have been awarded for intentionally or recklessly injuring or killing a companion animal. The bill was "set aside for study" on 3/16/04, meaning that it will not be taken up again this year.
